Well, I have been testing Facebook ads for so many years with my personal account, then my junior brother once used the account to run some ads, reached the threshold and instead of loading the card to pay legitimately, he used a stolen cc to pay, and Facebook banned my ad account. He confessed and I restricted him from using my account. I resulted to using farmed accounts for my ads, but I didn't give up on trying to get my ad account back. For two years and kept pressing to prove my innocence, until late last that I finally had my account enabled for ads. But I did not stop there, I asked Facebook to open up my business account to be able to use multiple ad accounts to enable me to manage the numerous ads I run for people. And it took just 24 hours for Facebook to get back to me with a congratulatory message saying my ad account has been enabled for a maximum of 800 ad accounts. I think to be able to have this enabled, you need to convince Facebook that you are an agency running ads on behalf of companies. And if you have a website it will be a plus, I don't have a website, so I just told them that Facebook is my everything so I didn't see the need to have a website. And you must also have an ID to prove that you are not fake. You can try this. I wish you good luck.
