I have never heard of Moldova, seems like it is a small country or so. Not sure. Well, You can really make some bank by working for your local clients. A Senuke Run + Scrapebox can pretty much move the serps quick for any micro niches aslong as they arent that highly competetive.
I have been banking hard doing scrapebox blasts and scrapebox plus senukex runs to people who doesnt know what those things are. Easiest money I ever made
It wont be so hard to find a few clients as long as you have few online friends.

The guys are right offering out your services is the quickest way to make money look at some of the ads on here.
But the most important thing is to learn how to use those tools properly. Getting some education and becoming specialist at something is the best way to make money IMO. So dig into those tools and then offer to run blasts of all three services for people on BHW.

Maybe use your tools + some manual linkwheel building, charge $25 tot $50 per good quality linkwheel and try to make one or two every day.
You can also offer your services on websites like Fiverr and when business is slow, work on your own websites in combination witp pcc or cpa and boost them with your tools.
Enough options just look at relevant topics here and work hard

Owning the tools doesn't mean much. There are thousands of people that own the tools. You need to be different. Without skills, you'll end up $250 in the hole at the end of the month.

maybe it's easier w/o using any of those tools just your $250
here's one idea: invest your $250 in CL PVAs and email accounts or maybe it's even better hiring a freelancer who can post for you (obviously finding the right person will be the hardest part) and your "only" task will be converting the leads into money, you can promote almost anything you can think of: affiliate products (CB, Amazon, dating offers) or CPA (email submits, trial offers) after checking if CL promotion is allowed or not
you should also pay attention most of these networks pay NET30 to regular publishers who doesn't earn them a few thousands per week
i can be wrong with this, but maybe not SEOing is the best way to turn your $250 into $1,000 in just a month especially if you need to start everything from scratch, i don't say it cannot be done, but it won't be easy for somebody who is a newbie in IM, unless if you're not extremely lucky
but you don't even need to put everything on one project
you can post fiverr gigs, it costs you nothing, so why not trying it at least?
spend ~$50 to a micro niche site, you already have the tools, so i guess, it can be done with that kind of money, maybe with even less ($30 or so), disclaimer: i'm not a SEO guy
and do the CL thing with the rest of your money
