If your skillset isn't too deep or wide, investing in knowledge is the best place to start. I recommend you do that by just working for someone for cheap/free to learn, while using the money you have to compensate for reduced pay. Within 2-3 months you will have enough knowledge to set out on your own, no matter the field. That goes for trades and things where an expert's opinion is necessary to keep you on track.
With careers you can start online, watching free courses and learning material will suffice.
Paid courses and stuff like that are almost never worth it from my experience.

Do you have a lot of free time? You can start flipping stuff off of classifieds, and with a budget like yours you would have a comfortable start. The only skill you need is knowing what will definitely sell for more than you paid, within a reasonable time frame.
There's a ton of irl creative stuff to do with your budget, but if you are 100% into the digital sphere, $1k is enough to build a complete blog from start to finish, with all the content and everything, then you just rank it and try to profit. Here, you would need to know keyword research, wordpress, and how to find a good writer.
