Sometimes it's nice to stockpile something even if you don't know you what to do with it. That being said, Digg accounts is a rather unusual choice. I'd go with Twitter or Facebook.
Nonetheless, I am very skeptical that you can't trick Digg, presuming you use proxies and are carefully. You just can't be having every account add the same thing on one day, differentiate them, etc. For instance, if I'm making a second account on a social bookmarking site, one of them might be female and from another area. They might like chocolate ice cream while the other one hates it. They might digg up a site the other one diggs down. You can't be blatantly obvious.
If done carefully, you could probably get 30ish stumbles over reasonable period of time. If the site is legitimate enough for people to like it, great. You can also feed a master account popularity. People in IM are used to going 110% into everything. You need to be slow and careful to trick an algorithm. You can even sacrifice a few accounts to learn more about it.
