Actually yes, I was thinking I declare my new card into my pp account, you send money, then withdraw the money to the card, go to a ATM take the money out and for last send the money back using W.U.
not sure if gonna work or not just was an idea.

well Im not sure either, but I think is the same as my debit card I register de card they do the charge of some money and verify the account in the same process. so my debit card was expired now I will change it to this new card I think.
    lets see how this works.

    success to all.

You're living in a country where PayPal is not supported?

I guess in understand yes is supported in all county
what Ive learn about the use is
    first
you ask for the physical card.
wait for a long period of time, depending your country.
once the card arrive you must activate the card ( seems this have a cost )
for every widthdraw from your pp account to load your card you pay a commision at this time you got the money in your payoneer account.
after you go to an ATM and take out the money ( at this point the ATM charge you a comission too )

this is what I understand if anyone outside the US has used it, let me know please to understand better.

I am doing this at the moment, I applied to "us payment service" and god approved, so since the last few months I've been redirecting my PP money to payoneer, and cashing it in a local ATM machine.
Here in Argentina Paypal is not supported and I cannot find yet a better way to collect my money.

But it works like a charm, and the expenses are quite low, so I am happy with it.

If you have multiple PayPal accounts just gift (0 fee) the money across to the one connected to your account/card.
