3 years ago, I ranked 2 websites in a very hard niche, the first got a penguin 3 penalty and the second got a penguin 4 penalty.
I used to rank the first website with senuke, and some PBN links. The second one was ranking using sape and PBN. But after penguin 4 it went from #2 to #23
Now I don't know what to do? Should I build a new website? Build new links to the second domain? More sape?
Also GSA was working great in the past, now I can't even get any gsa links to be indexed.
I feel totally lost, and depressed. Any advice will help a lot.

Well it's just that all that you are doing now is probably what worked well 2-3-4 years ago and it does not work now like that. There are a lot of discussions about this, browse trough the forum you'll get some updates and new ideas about how to rank websites.

First thing you have to do is to understand, that what worked 3 years back, won't work today. Hell, some things that worked 6 months ago have 0 chance today.

Unless you have some decent budget these days, don't expect to make a huge hole, so maybe looking somewhere else, otuside of SEO, might not be the worst idea.

What works these days, can be summed up to: PBNs, guest posts and to some extent, boosted web 2.0s. Anything else is merely just for diversity and if you want to see any decent movement for even medium-easy keywords, then these are the only ways. Sure, GSA and sape may work to some extent, but I wouldn't bother with them, in your case it would be just throwing money down the drain.

What I would do would be getting a very nice expired domain, research longtail keywords, shit content day in day out, let it age, shoot a few very good PBN links and guest posts and profit. This is these days, imo, one of the safest ways to do this. But you need a decent writer or two and budget for content.

Don't use any old PBN links and stuff. Just build the content first, let it age a few months and then worty about linkbuilding. In the meantime, do some more reading on how to build them properly.

Mixing them in won't hurt, but you won't rank anything competitive with just web2.0 links.

As far as GSA is concerned: Using GSA, Xrumer, Scrapbox or whatever automated link building tool is a waste of time, money and resources. These tools had their glorious times, but these times are over forever. Period. Sure, the idea of just configuring a tool, downloading/scraping a few lists, hitting a few buttons and watching a site rank is tempting, but it doesn't work this way any more. Blackhat doesn't mean to rank sites without...shock...WORK any more.

    "easily get top"

Rrrright. You've got it all figured out, eh? Let's see you try ranking on hard niches ONLY with web 2.0s.

Hey I will give you my peace of advice, First grab a old domain and publish some pretty good contents, dont use manipulated or low quality contents, after getting that just make some social signals with some good web2.0, dont go aggressive in the first week, after your site get indexed then target longtail keywords for the whole month, dont go for money keyword in the first month. Start building tier2 links on web 2.0 and after a month you will see that your long tail starts ranking, after 40 days, start targeting money keyword with low ratio, dont go beyond 5%. you will see pretty good improvement in the money keyword. Once your money keyword will be somewhere like on 15th or 20th page use powerful pbn domains to boost ranking.
