how yt detects re-used videos?

You can add a little something to make the video unique, add your own commentary and it will be counted as value addition.
As to how do they know it, they have this thing called content ID. Every video gets assigned a content ID once uploaded on YT and they'll detect it if some other channel re-uploads the same video. If you escape content ID then there's a possibility that someone may report you manually.
Reuploading game is not easy anymore. It's 2023, not 2013.

so videos that never uploaded on yt will be safe?
i mean at least it doesn’t have content id?

When you upload a video that's already uploaded on YouTube,, it is reused content. Create original content for uniqueness.
Its like dating. One red flag might be enough.
1 video 1 duplicated content tells enough about you, right?
Why would you even consider doing something stupid as that?
If you want to use someone's content, then make sure to add value to it, visual effects, short memes, sounds, cut something, replace some scenes, speed up slow down video, zoom in out

I mean you can modify the video and change different things to make it look unique and you can re upload it, but still you will go through a lot of work just to make sure no one can detect it and a reupload it that you will put the same time and effort as you record and edit the video, so I don't see it worthy besides lossing everything you work in a moment, that being said I thing that could be through hash, so editing the video could help, change sound, removing certain sections and changing the order or removing some parts at all, add some effects or speed will help you to avoid being detected, but how or the method they used no idea that is their biggest company secret.

Don't go for reusing a video mate. If you are planning to make a money making channel, go for a hq content.
