There are a few ways to go about it, and yeah proxies can definitely solve the problem in a lot of those cases. Of course, the IP is only one avenue for detecting location, so you can't necessarily rely on the proxy alone.
Depending on the site and what you're trying to access, you may also need to consider things like session isolation, browser configuration, cookies and other location signals. Basically, the proxy handles the IP side of things, but whether that's enough depends heavily on the platform and how sophisticated its geo-detection is.
