how would you linkbuild for non-english websites?

I'm having hard time linkbuilding in my language(norwegian), there is no way to buy links except buying ads on Authority websites which are uhm... crazy expensive.

How would you go about building links if bhw marketplace didnt exist?

Web2.0s(country specific) -- blast with GSA links?
create your own PBN?

I know you can build everything in english, but there must be some kind of downside of going nearly all .com english links for norwegian website.

One of the downsides are the traffic from english links are useless.

If it is link building that you want, then You can link build on english websites with topics related to your country ..
And if you want traffic, You can use forums to let your native people engage in topics related to what your website is about this is the basic help I can give to you.
I am pretty sure there are many good forum websites still active for norweign people or community websites.

Correct. Google will disregard the links. They may also index your site as an English site (rare).

I say this because I've seen the opposite problem with people using non-English backlinks on an English site.

The good thing news is Norway only has 5~ million people, so the competition isn't that high. You probably only need one strong backlink to rank it.

EDIT: You should use a .no domain if the site is in Norwegian. It's obviously not completely necessary, but it makes things consistent.
 
You won't find anything in the market place. I found Swedish links one time, but I am pretty sure they were hacked. The same service was on Fiverr, and a lot of people claimed that it was hacked links on there.

I am from Sweden and we have the same obstacles. My sites are finally quite successful and what I have done is:

- Contact any website of value and ask if you can buy a link/article. Most wont even reply, but a couple of them will agree and you will get a link.

- Check your competitions link profile and contact the websites that are linking out to them.

- Post your links (smoothly) on a few forums. Nothing massive needed.

- Check if you have any SEO communities in Norway. We have two quite inactive ones in Sweden, but you can still exchange links with people on there. Also Facebooks groups are a good place to find links at. I think this is your best shot - Facebook groups.

Remember that it's hard for most of our affiliate competitors to get links as well. So even a small link from a mom blogger can make a difference. Since it's so hard, a lot of them just doesn't bother with links, or just get the easy/cheap ones.

At least in Sweden the SEO community is quite retarded. A lot of the people have no idea about value, so the prices are all messed up. The other day a guy wanted to sell me one (1) link for 600 euros. His website had 4 links pointing to it! 4! I've met loads of people like that. I assume it will be the same in Norway.

I also avoid contacting female bloggers, they also have a warped idea of reality and their own value. So I don't even bother mailing them anymore.
 
If you wanna build a link to a non english site. You have to translate it and its is too easy to translate, for example that site is in dutch language you can easily go to google and search english to dutch and simply paste it to google it will show you the result then copy it and paste it to the non english site.

fresh Web2.0s country specific in my language.. tier it with either english pbns or old english web2.0s with high metrics.

As you can see im trying to push .no and norwegian written content and tier it with english backlinks
