Take that money and do some Property investments or just put it into an offshore account and leave it there. $5k max would get a site up and running with proper promotion.
I won't let her invest the whole lot so quick, it will probably be over a few years, so there will be time for it to develop some interest in the bank
She has a second home that she doesn't use, so i guess she sees it as money that isn't doing anything so may as well go towards this, but i honestly don't know.
She sees it as something that if promoted to the public, it can gather much much more in donations than if she just spent her half a million on the actual charity itself - So she's spending it on promotion instead.
5K May get the site up and running with proper promotion, but she wants much more than you would expect, so she's putting all that money into it - I've gone through alot of information with her and she's very aware of what it should take to get some amazing results.
Also, not all of it is going into SEO - She's spending it all on getting the charity to the public, but i expect only a small portion of that money will be spent on SEO.

OP you are asking help for a For Profit Social Enterprise (FOPSE). Don't mix the terms charity organisation and For Profit Social Enterprise (FOPSE). The latter is a business and not social work.

$20,000 into online marketing and websites.

I'd take at least 100k $ to build this kind of empire (10k SEO + your fees for the website)
Then, you should make a website, where you display donors and making lot of donations with the rest of the money.
The purpose is to make a big deal for each donation (twitters account, facebook page, articles on blog, anything.) in order to make people want to get part of a "awesome" community.
You can also buy a profitable website with very high autority to make the benefit going into an association.
Really, you have plenty thing to do .....
With that amount of money you can rank for keywords that will make you more than 1M $ per year if you play it smart
Seems a little overkill.
I would say $50,000 is more than enough to get your website/business into the public's eye. Although to be honest, the world is flooded with charities, seems like everybody wants your money. It's a saturated market guys.
Fair enough, but why would you go on a forum to ask how to spend that much money?
Get in touch a with a big PR company, most of us here have never seen that much money (as most of us are either quite new to the game or in our teens and 20s).
Go seek advice from real investors, people that deal with those sorts of budget on a monthly basis, and even then take their advice with a pinch of salt.

She has a few ideas for some benefits donators can receive. It seems to be all about getting the community together to help each other, so she's mentioned that she wants to offer greatly discounted stays to some kind of community holiday camp for sufferers (would rather keep what it's about private for now).
Well that would certainly be an awesome amount of revenue, she expects she'll get that kind of amount within 3 years (based on her previous charity work, probably so low in comparison to the first charity because she had 3 partners in that and she's doing this herself).
I'm not sure how much a single TV advert is, but i'm not sure $50,000 would be enough for the amount of exposure she wants.
It's a saturated market, i'll agree with that - She however says that there is no charity at the moment that supports her cause, so she's using that as a basis of determining competition (90k local searches for the main keyword, but like i said she's doing so much more than just internet promotion).
