How would this site does this?

    I was recently looking in the local searches for competitors of the company I work for just checking out page design and what not, I came across one website nothing really impressive about it, basic landing page but it was in the pack 7 for the area. I hit the back button and I dont know if they had some code or whatever it was using down at the time but I saw a page that at the bottom it had most of the major US cities links at the bottom. I did some more digging and they are showing up in most of the local packs for those cities. I figure its a basic 301 from the links on that one page to the main page.

    Basically I want to know, did they just build up local seo for each one?

    Wouldnt google penalize this behavior?

    Would that be a 301 redirect, I havent been able to access that page since, so just curious is there a way to stop the redirect so I could reverse engineer their strategy a bit?

    Edit- sorry about the title of this thread, I was on the phone with a client and didn't proof read this first. My bad and I can't figure out how to edit the title, and its bugging me so I am sure it is other people

    For me, they had brilliantly built up their internal link structure for search engines with right anchors.
    Google PANDA will not penalize them for this.
