I checked the websites backlinks, and when i go on some of the anchor text the guys been using is like a random domain name with like heaps of other blog posts, is this blackhat?
also 301 direct is being used, is that blackhat?

Check Backlinks and then investigate the donors. Are they selling links?

$500 a month, holy shit that is expensive.
For local seo sites you don't need a bunch of backlinks, you just need excellent on-site seo, google reviews for the business and time for the site to age. Once the site starts to rank you do not need continued seo services in my opinion. Just keep on building google reviews from customers.

Sounds like blackhat since the backlink you saw is just a gibberish directory. Adding sites to directories isn't all that bad but if the SEO company is advertising some high quality SEO work or whatever and is delivering backlinks from directories, they're crap. If they're doing 'good' work, it should be hand written content which would be shared on appropriate websites that fall into your friend's niche -- the work would be more time consuming for the SEO company but its better.

Local or global SEO difficulty varies. You might see faster results with local SEO since your friend can understand the local audience more if the local audience is in demand of your friend's business. The more work that is put into either, the better.

If you want to know what a 'legit' backlink should look like, they'll most likely appear on niche blogs, well-known sites, or discussion boards. For example, if your friend owns a sandwich shop then legit backlinks will probably appear from a sandwich blogger, yelp, people on facebook sharing your friend's website/menu, or discussion boards talking about your friend's local sandwich shop.

If large percentage of the links came from link directories. It could be blackhat.
