How wordpress is better than blogger in term of seo?

As I can do same on page seo to my post on blogger which seo plugins help me to do on page on wordpress so why wordpress is better?

Wordpress is more customizable, therefore it is more useful for doing on-page SEO.

 

because in WordPress you can install many plugins to target your kw like Yost, all in one and other,

 

Blogger is far more better in terms of seo

 

Is there any way to install wordpress plugins without paying 25$ a month?
