I want to know about the method of identifying a penalized site, in Google webmaster tool and also through GA? If I have not got any mail from google and my site on page is good and if still it is not ranking then is that site can be calculated penalized one (keyword with low competition and high search volumes).

    Using Google webmaster tools:
Often, you receive a manual link penalty warning E-mail from Google webmaster team
Sudden decrease the count of search queries generated
    Decrease in the indexing rate

    Using Google analytics:
Major loss in the traffic flow

Google doesn't send mails to everyone who is got HIT by them, neither they do occasionally.

I usually check with the following tools once I got any issues with my rankings / traffic
    1. Pixel Groove (Google Penality Checker)
    2. Fruition (Know which update penalized you)
