How Wise Is It To Add 20+ Backlinks to Webmaster Tools ? Any Thoughts ?

i'm making web 2.0 backlinks to my website and my website is targeting a specific country, hence i would need the backlinks to bee seen by google as targeting the same region/country (that's what makes sense to me)

probably it wouldn't be to wise to add all the web 2.0 subdomains on the same profile of GWT, but it would sure take less time and effort ...

note that the main website would not be added on the same profile with the web 2.0 backlinks

any ideas if G would see this as spam ?
