I am a Noob.
I have seen many Forums & Sites where You'll see a Golden Bar appear on the top (within Display area) with a Customized message.

Can Somebody throw some light on How to achieve this ??

You can achieve this with a plugin called

Code:

MaxBlogPress Stripe Ad

it lets you put a message like that on your site.

Not sure if it is on here - try a search.
