Ok I purchased a service from some guy over interwebs
the total amount is one thousand and something USD, that guy didnt deliver any thing, and Its obviously clear he is wasting time to get pass 45 days of paypal claiming dispute limit...

Each time he brings an excuse on why he has not delivered the service yet, One time his grandfather died, the other time her sister get married, the next one was a car accident and the last one his internet went down and he has stopped responding to me

So since the product was a virtual good, How can I win the claim , paypal give no protection over buying virtual goods... I have always lost dispute like this.... any one has any tips to win?

Don't just start a dispute, You have to call them over the phone and fax as well. Be manipulative if you can get away with it. PayPal disputes are a mess. Just be as thorough as descriptive as possible. Call them. Google "paypal customer service number" in google images.

Quickly set up a blog with hes e-mail adress and name in the title and write about how he scammed you for something...then have other people or you can do it...write in the comments how they got scammed by the same guy....get some 10-15 of this reviews, then call paypal and tell them that you did a google search for hes e-mail and found this "blog".
Tell them that hes a well known scammer that scammed alot of people and unfortunetly you are just another victim and how you wish you would have found that blog earlier...
Make a story how you really need that money back and everything.

Hope this helps you or atleast gives you some new ideas

    Good luck!
