There are 2 types of verification, the G+ one, which gives you a tik when you link your website (inserting a small piece of code) next to your name, and the Youtube one. This is the hard, and it is completely given by Youtube when they think it is needed. For example, when you are famous and you do not want anybody to supplant your identity. That is why relative new channels get the tik. They are brands, personalities, businesses or other kind of users with enough power and contacts to be heard by Youtube.
