OP you are going to get copyright strike if its somebody else content. Few media allow content upload but earning will go to them.

Mirror the video you want to use.

You can mirror the video, slightly change the voice, use total of less than 30 sec of news video. It doesn't guarantee that somebody wont file a claim manually, or that youtube ignores it, because its current policy about news is rather vague, but it might help.

Depends. If its from a sports channel covering an event, they probably won't like that you are restreaming either way. If they learn about it during it and act.

I heard of people that restreamed it on a different streaming site that ignores such things and then restreamed that site on youtube, but it might be placebo.

30 seconds is taking it a bit far, you are usually ok under that, as many news sources run video of other networks content,
but they also usually dim the audio, and voiceover it. You have to decide if what you are doing is new and valuable content,
not just broadcasting a news source in its entirety within another video.

It can be good practice to say "Courtesy of news networks.." on the video too, but here in the UK the bbc only does that sometimes.

Yeah. You also can hide some of the videos under Fair Use, or as 'Live reaction video', but these ways are iffy at best.

It's usually fair use as long as you provide some kind of commentary or reaction that changes the nature of the video you are using. So you can't just steal and reupload their content, but if you can "make it your own" in some way it's usually fine.

Sometimes they will monetize your video though, so be prepared for that.

He probably meant demonetize. Youtube has red state, meaning your videos earn nothing and orange, meaning its severely limited for whatever reason, basically on suspicion alone.

No problem. I'm not online that much though, so you should get a habit of using search engines as your main info source.

They will claim copyright and then your video will be monetized, but they will earn the money not you.
