How to tell if a high ranking site is using PBN?

I tired using ahrefs & majesticseo to see what they're doing, but the report only shows approximately 100-200 links. Nothing spectacular or outstanding. So could they be using a PBN?

Or maybe, they are sending links to a buffer site then 301 to their money site? If that's the case, will it show the 'buffer site' in the report, or all the backlinks that are being 301 in the report also?

Just take a look at the links, even the best PBNs are pretty apparent if you know what to look for.

use way back machine, take a look at the outbound links. Look at the site itself.

If there are no backlinks, the site most likely is blocking the majestic bot and similar.

I am sorry if my question confused you, but i am not looking to spot PBN, but really to find if my competitor site is using any sort of PBN.

I went on fiverr and purchased a full ahrefs report on my competitor, and like i said, it shows 100-150 backlinks, nothing extraordinary that I found. In fact, a quick glimpse of the report sorta shows that he might not even be doing SEO at all, but yet, he is ranking #1, even above amazon etc.

Otherwise, could he be building links on a 'buffer site' then 301 to his money site? that is why it is not showing any links being bulit?

He might be, but what I would suggest on is using different search engines to find about the site, he might only block the big names spiders, but left some smaller search engine spiders unblocked

If the strengths of the backlinks your competitor has don't justify his rankings, they might be using a PBN. If you see some powerful backlinks in their link profile even though they don't have many backlinks, they may or may not be using a PBN.

you say, you can see 100-200 links, dig deeper into them, they might be coming from PBN,

Further more, sometimes you see a re direct links, you can check back links of the re direct links as well..to make sure if they are from PBN or not.
