I want to buy a domain name - it's pretty expensive. Is there anyway that I can tell if the domain name was ever or is still penalized by Google for SEO spam before buying it?

just take a look at the domain inbound links profile. If it's suspicious i.e. lots of spammy inbound links, it could be a problem. the only way u can find out if a domain has been suspended / manually penalized for spam acts, is simply by asking Google via the Webmaster Tools panel. However, you don't own the domain yet, so you can't ask them.
