    Hi,
How to target people who have made comments on a third party website using facebook comment plugin? I basically want to target them using fb ads and also make look alike audience.

facebook comment plugin? These kind of comments on websites are just mirrored from a corresponding post.
You can create a custom audience from the post engagement, but you can’t target people from someone else’s post

The people who have put the comments have done so individually and there is no corresponding post.

I don’t really understand what you mean with that, but as I said before, if it’s not your website you can’t build a custom audience of them
