Only issue is Fiverr clients are very low quality and cheap buyers. So not quite the clients I want to knock off but good strategy for sure for a new agency.
Rather than try to sell to the lead initially, why not develop a relationship with them first? They have already indicated intent because they have posted a review and used Fiverr.
If you can write a good message to them (and personalise it) and share with them something of value to that niche, rather than trying to sell something to them, then they may voluntarily subscribe to your newsletter.
I think you may find the conversion rate will increase, although the time horizon will be longer.
