You mean they get the "login to facebook" page instead of your app/page if they aren't logged in?

If so, you have to go to your apps setting page and set the age restriction as "Choose../Other" or similar. Don't set the predefined ones, as those will show the login. If you make changes to the same settings later and save again, remember to change the age restriction option too because it autoresets.

u mean that way the non-facebook users will see my app on facebook but to use the app they should sign up to facebook?

Yeah, I think apps might actually need registered user. But I'm not sure about this. Try changing the age restriction to "Choose.." or similar.

But why you want to promote your app for non-facebook users? You could always make a page instead, and have your app under that. You can even set it as the default page for users, so when they come to your page your app is what they see. I use it for making a fan page which has toggle "like this page and see content" before they get it. And I get likes and more traffic
