you need a server or a few servers for the proxies to run from, you will need to buy each proxy yourself from an ISP and then set them all up of your servers then sell them. if you don't want to pay for the proxies from the ISP then you will have to install a lot of cable or rent some and start your own ISP

why buying proxies from ISPs when he needs just IPs as i explained in my post above yours?

yes, dedicated server... well depending on how much proxies you plan to run per a server, it might be and VPS as well..
