As the title says, I need to run ads in Japan, but here I always pay 7% tax on each payment transaction. Does anyone know how to avoid taxes for Japan or the tax code here? ... can you tell me?

You can choose another country account but it works in the Japanese market. Some countries do not charge tax.
 
try an account from another country and advertise in Japan it won't affect your ads at all and for sure just choose an account with +9 time zone according to Japan time it will be fine more for your advertising
