I have a problem which needs to be solved.

If you google this name in google, the first post is a blog article giving a very bad review for a web development project dissing the company and the owner (i don't want to name names because i don't want to bring more visitors to that page). The article is completely untrue, the story never happened, how ever some replied to that post and described a similar situation with the same company and owner. Now that did happen, but the customer was completely unreasonable, very hard to deal with, the project changed many times and the deadline was not respected indeed.

First i tried to talk with the owner of the blog, explained the situation but she didn't care. I tried in the past to overrank this page, i did create a lot of pages with the name and i managed to have it removed the article to page number 3, but now its number 1 again in SERP. The pages I created were unattended so they lost rank to the blog article. It's affecting my business and i don't know what to do.

Can I report this somewhere or what can I do? Goole investigates such cases? If so, can you please help and give an email address or something. This cannot go on anymore.

    that sucks man.
    you can try:

search in google for whatever the word is that brings up that result, and click on their site. do this a few hundred times a day, and google will assume it is the site trying to increase their ranking, and hopefully penalize them

Who would you report a dissatisfied customer to? I'm sorry you got a raw deal from someone who was unreasonable it sucks but its going to happen with every company
If they feel they did not get the service they wanted they are free to say whatever as long as its an opinion. The internet would lose well over half its sites and pages if one could not complain about someone else.

Now if they say something that did not happen or that is a provable lie you could probably get them for slander but that would involve getting a lawyer.

I do not think google will do anything as long as the page content does not breaks any laws and the page does not have "red flags" related to how it got its rankings.
Try to contact hosting company and explain the situation.
Risky: You may try to create these "red flags" for google. Like spam that page on linkfarms, etc. But I am not sure if it will work, so you would like to do research before doing this.
Dangerous: Find someone on hack forums to try to get access to ftp or to admin panel (You can try it yourself by looking at the blog platform & version and then check bug tracks. If something is found - use it). If you will be lucky you will get that access and then put hidden spammy content into that page so it will be penalized by google).
    Extreme: ddos and other sh*t

Never did something like that by myself and I think most of this is il legal.

Another thing you may try is to contact blog owner and try to buy ad space on his blog and put your text link for a good price. That link should be pointing to "prooven" spammy site or the site that you will spam soon to make that blog linking to "bad neighbour" and hope google will renalize it.
