Vendor or affiliate?
If affiliate - have a look at your stats and see where the refunds are coming from.
If they are mainly from 1 product, firstly check that you are promoting it properly (dont make claims that the vendor doesnt, etc...), and if you are, switch to an alternative product.
Refund rates higher than 15-20% put your account at risk.
