    These kinds of questions are hard to answer without detailed information. There isn't really one answer for everyone. If you were in fact penalized as a result of these updates, your solution will depend on what exactly you were doing.

    In general, you should stop doing whatever it was that got you penalized and then follow Google's quality guidelines. Keep in mind that they are getting far better at detecting low quality websites.

    To get out an Penguin (1.0 + 2.0) penalty you have to fix the anchor tag diversity. You should be able to fix the penalty by disavowing site wide links, spammy links and by building more diverse anchored links. Panda updates are also fixable, just alter the content/page that is penalized.

    As said above, very hard to figure out what the issue is with regards to recover.

    Typically though, if it's a Panda algorithm problem, it has to do with over-optimized anchor text. You need to push more general anchor text like: Site.com, Site, more info, click here, review, check this out, www.Site.com, etc...

    Once you balance the ratio out a little bit better, Google's algorithm should push you back up.
