I don't know how they can rank 2 URLs of their website in top 1 & 2 Google (See this picture). The top 1 sometime hidden, sometime showing. Someone can explain this?

The First link I think is a 'POST'
And the second Link is the 'Homepage Link', Look at the Slug!
For the 'second link' = 'Homepage Link he uses: Brand Name - Main keyword - Second keyword
And I think Post ranked 1 rather the Home page cause he, focused on Building Backlink to his "Main Money Keyword Post" more than the Homepage.

the post in top 1 will expired everyday. Example: weather forecast 12/1 (top 1), weather forecast 13/1 (top 1 again), weather forecast 14/1 (top 1 again)....

I don't know what this word means, but it is possible to rank like this for local search. I see lots of local serps with 2 results in page 1 from same site.

This usually happens when website has high authority & relevance in the eyes of engines.
Pages should also complement each other, not cannibalize.
Other criteria must also be met for example location.
.com shows only homepage while .com.vn shows both.
