It's pretty easy. This guy lays it out: http://conversionxl.com/6-mistakes-that-lose-you-money-on-google-adwords/

The whole article is ok, but if you're impatient, here:

I can generally start at a score of 8 without that last "max CPC" step.

Also make sure you add Ad Extensions, since they also play a part in the final score as per the updated QS algorithm

No-one believes me but all you need for a good initial quality score is the keyword/s in the url of the page the ad's pointing to. I discovered this when setting up a campaign to a page that didn't actually exist, yet still managed quality scores of 8,9 and 10. Therefore I don't really place too much emphasis on this figure.

I can confirm this..... I got all 9's and 10's on my keywords and when I went to check out the URL I put for that specific ad group... I realized it was leading to a non existent page..... But yet managed the 9's and 10's quality scores for my keywords.

it's all about the relevance between your landing page and the keywords you are targeting. You need to make sure your keyword(s) are on the landing page you are advertising.

Also be careful about the keywords you target to a particular page, only target keywords that are super relevant to the page.

If you want to target other keywords, create a new landing page, and new ad.

When I am advertising one of my sites I use the same kind of landing page for each ad, but I just duplicate it, and change some text, and the SEO aspects such as title tag, and then the score remains high.

Small things really, it's not that difficult.

Sending someone to your homepage is generally a bad idea, as the homepage usually is not as relevant as for example product pages, or sign up pages. (Obviously depending on the nature of your ad)
