How to pass or get around Adwords billing information verification?

Im very new to Adwords. Yesterday, 3 new Adwords accounts went for billing information verification after I created a campaign and put in the voucher. The first account survived a bit long. The ads even went live. Then all of a sudden, it went for verification. I knew it would never pass so I cleaned up my tracks and created a new account with a new IP. It didn't even go as far as ads going live and went for the verification. Then I created a third account and same thing.

Please, someone tell me, how to pass or get around Adwords billing information (which is obviously fake) verification of an account that will only be used once for one voucher?

I will appreciate it, give thanks and rep, and will be very grateful. Hopefully, I'll return the favor one day.

Some of the old threads had a lot of contradicting statements. From my experience, it's best to not ad your dodgy links until you can see the google bot has crawled your page (after the campaigns started). Some other pointers are: use iframes and cloak the link, and add a robots.txt so that google doesn't go past your iframe. I'm a newb so take this with a grain of salt. It's a bit hit and miss and depends on the theme of your site, and try have more than 10 unique articles with text + images. should helpfully make it a bit more foolproof.

Are you cloaking, or the accounts just go under review at the beginning ?
 
Hello please Follow below instructions
Sign in to your account at adwords.
Click the Billing tab and select Billing preferences.
Select your country or the territory where your billing address is located from the drop-down menu. You'll see all billing options that are available for your location and currency.
Make your selection, and follow the steps to enter your billing information.
