Its called google links. Im not sure if there is any way to game the system but if you have an authority site with good content for its niche then google will give you this type of listing.

They are called sitelinks. Google gives them to some sites with a good internal linking structure. There is no definite way of doing this, but the process usually involves giving your internal links a title tag, and making sure you can access any area of your site in 2 clicks or less. Make your site easier to navigate basically. You also need an older site, around a year at least. I have achieved sitelinks for my own site using these steps but it is not always guaranteed.
Edit: Your site also needs to be the number 1 result for that keyword.

You can have 2 to 8 links. If you are not doing updates on your site your links will decline.

    Maybe,maybe not.
I have a nine year old site, no internal linking structure (except for the menu), no onsite seo, running on a very old version of Joomla.
It is an authority site in a quite hard niche an has been for seven years.
It has not been updated for around six years.
Makes me think it has to a lot to do with the quality of inbound links to your site and internal pages.

All my sites which rank #1 or #2 get them automaticly after 2 weeks of staying on that positions

I think the menu is all needed if you do it properly. I don't know about inbound links though, I worked on one site with exactly 0 inbound links and it was still given sitelinks.
