Pretty sure you need to have virgin IPs to have virgin proxies. In any case, handing you this information pretty much launches you into the start of a profitable business. Virgin proxies are highly requested and paid high bucks for. For example, people buying from Nike.com more than Nike allows them to requires virgin proxies since they block entire subnets without hesitation.

In the $1 per month per proxy range, why not shop around for private proxies that are still good for what you need them for?

You can definitely get a VPS, install a Squid proxy server, and get virgin IPs for pretty cheap. ~$1.50 per IP address seems correct; although I typically have to buy them in blocks. By "virgin", I don't mean to imply that the IP address has never been used (ie. for websites). It just likely hasn't by proxy/VPN providers.

When you usually ask a proxy/VPN provider to replace your IP address, they push yours back into circulation and pick another from the pool. Just as your prior IP address is now back in circulation, odds are your new IP address may have been abused by the previous user. Compound that across hundreds or thousands of users, and you can see why it becomes a problem quickly.

When you purchase a VPS, aside from lowering the cost per IP address if you're purchasing sufficient quantities, you reduce the odds of that IP address having been used by proxy/VPN providers in the past. Plus, you have more flexibility in selecting a company whose IPs resolve to a location close to you, and/or aren't classified as a "data center" by ISP databases.

I'm glad that there a few peoples on this forum that understand the cost of fabricating 1 dedicated proxy.
there is no way you can purchase 1 dedicated proxy from a provider with a price lower then $1 because there is no room for the proxy provider to have a profit, that proxy is 100% a shared one, so buyers beware
