Actually, there are a number of ways you can do that, you can literally create a wordpress theme exactly like that page, and then use enhanced latest tweets plugin. The theme shouldn't take that long to develop, simply have the nav bar, a single header where the slider would usually be, two widgetized areas on the left there, the widgetized sidebar to use the latest tweets plugin, and then the footer and the like...

So it would look like this...

    -logo--------------------------widgetized area
    --------navbar---------------------------------
    ------breadcrumb------------------------------
    -----header image----------------------------
    --widget area----------[sidebar---------]
    --widget area----------[same sidebar--]
    ----widgetized area---------------------------
    ----widgetized footer ------------------------
    --------copyright footer ----------------------

The rest of the theme can be regular. That front static homepage just needs the above design to work like that...

The images would also have to correspond, so that they look like the ones on namecheap
