easy you need a couple of things,
1. IPTV provider
2. web site
3. plugin to connect the IPTV channel (sports channels) into the website
4. put ads space and around it
5. enjoy meanwhile none ask you about the broadcasting right
6. rinse and repeat

you can go with blogger for this one no need for WordPress and paid themes
