It's hard to tell what language a site is coded in, and it really doesn't matter. You can write a site in one language, and then re-write it in a different language every week and the user wouldn't (shouldn't) notice any difference because the output (front end stuff you see and interact with) will be the same. Language choice is usually based on skillset / cost / etc.
If I had to guess, from the routing structure (the way their URLs are) I'd say this was written in rails or django.
You can probably get some dudes in India to code it for a few hundred bucks. Maybe $1500-2000 would suffice for US programmers. You can get the design done by the same firm or a different one that just specializes in design. In total you can get it done for $1k.. more or less, depends on too many factors.

You can go post a project on eLance or a similar freelancer board and get quotes to duplicate that site.
