selling social media followers? if yes, then your account is on RISK!
If NOT you just simply take account of all shipping detail and send it to paypal for further notice.

either way, paypal don't like high risk business and they will block your account, i'd suggest you to get alternative option which has lower risk.

Use maxmind.com or a shopping cart that has fraud filters. That's the only way you can protect yourself (without trying to call each client to verify if they are legit). Paypal and 2checkout have very poor filters for fraud, so relying on them will only lose you time and money.

Prove to paypal you are doing legit business and they wont allow the chargeback. I have beat several scammers that way. I just simply provide paypal with proof I did what I was paid to do, and they decided in my favor.......

I am talking about credit cards, merchant account. Some people simple think they can get their stuff for free. i will try maxmind, not sure how it work. As there is sites that black lists others sites, there should be a private site that black list bad/fraudulent clients. After all, is what bankd does before they give a credit to someone.

Encountered with the same problem, if you will prove to PP you may win some disputes but in the meantime your money is on hold, and anyway if the orders were done by CC then a chargeback can happen because of the credit cards companies' policy, so my best advice is to check your customers details, those who look fishi, run a G search on their email, check the adress if it's legit, run a G search on their name etc, send an email for approving the order and look at reply, if it looks legit. Most scammers don't pay notice to the details and by doing these kind of methods, you will avoid many of your chargebacks, also try using wiretransfers with a nice discount to the client that chooses to pay by it, hope this will help you, it sure helped me.
