How to know what websites to disavow?

    Is there a way I can pay somebody reputable or is there a program that will tell me which websites are NEGATIVELY affecting my website and which ones to disavow?

    Use ahrefs and moz to find the backlinks and see what kind of spam report + DA/TF etc.. and get rid of the garbage links to the root.

    It's up to your judgement really, no tool can tell you definitely what to disavow.

    Personally, today, I think less than 1% are worth disavowing. Google is doing a good job at filtering negative SEO blasts since several months(a year?) already.

    check the domain's DA and disavow all domains with DA 10 and less..

    If you haven't noticed a huge major drop in rankings then I don't see any problems with not disavowing them either. As @bartosimpsonio said their filters are good. Unless you see some thousands of links from sites like asstomouthporncasinofreeiphonelottery dot xy then you are fine :)

    Remove those that come from spam, viagra, porn sites or distort your anchor ratio. Do not remove everything because of fear. I've seen many sites coming back after 6 - 12 month when GSA links fall off.

    In the meantime work on other projects. Do not put all eggs in one basket.

    You don't know, and that's the point of it. They want you to go over and beyond what they found so you help them find your other shady links for them.
