how To "inform" google about new backlinks?

Ok I've read a lot about angela's backlinks and how to find unique sites, which are not saturated with backlinks. but now I don't really know how to inform google that I posted backlinks on different sites. here's an example:

I've found a hubpage which deals with my niche. I've left a comment on hubpage with my url.

To let google know that I have a backlink left there, it would be smart to ping and bookmark this hubpage, wouldn't it?

but on the other hand it would be stupid because I would help my competitor to gain more authority by supporting him with my bookmarks..

so what is the right way?

I ping the web page as well as

1. Use feedage htmltoRSS feature to make rss feed of page.
2. Use RSSmix.com to mix about 5 of these newly made rss feeds into 1 feed
3. Head back to feedage and submit my new mixed RSS feed.
4. Can also submit rss feed to yahoo, feedagg, and friendfeed.com as well
