How to get on "top" section of hashtag on twitter?

I just don't get it. Top tweets had less than 200 rtws and favs, i tweeted a couple pics and sent more than 500 rtws and 200 favs in 12 mins aprox. and my tweet never appeared on Top tweets for that hashtag.


What else is needed for that? Any idea?
