How to get the video to a million views black hat style? We'll, you could just buy the 1 million views. But, that would probably be pointless.
You could drive some real traffic by posting it in relevant subreddits and buying upvotes. If it's your first time and you've got a good budget, check the marketplace and reach out to the guys who sell services with front page guarantee (for your targetted subreddit) and they will help you get it where it needs to, to do anything useful, for a reasonable price. If your budget is lower, you can buy the upvotes, cheaper suppliers will be around $0.1 / upvote. You can get your post flagged quite easily if you go overboard with the fakes; if strapped for cash but wanna give it a try post it in smaller more niche but relevant subreddits and go with 20-40 upvotes per post then adjust your strategy based on how the audiences interact. Go in with the mindset of 'boosting' it to a better position so it can be naturally upvoted; don't just go for the top position with fake upvotes as the posts will likely get removed by the mods.
On the whitehat side, paying for Soundcloud reposts on large accounts may get you somewhere but only if the accounts are specific to your niche - don't waste money on general music accounts as the engagement will be virtually worthless. I'd assume paying for reposts can be tough to get a positive roi with but dyor anyways and run the numbers and proceed as you wish. A blackhat method could be to buy peoples Soundcloud accounts that have good fan bases (10K-50K followers / account, build a network over time); it will take a while to find accounts at good prices but I've seen them advertised on forums. Reach out directly, try close some deals. Promote all of your music frequently of the accounts and build your fanbase. You can also sell promotion on these accounts for other artists and eventually recoup the acquisition cost so your promotion can ultimately be free.
If you can afford it, it can be worth paying small music channels that get a few hundred to a few thousand views per video, to upload the audio version of the song (with still/animated background) on to their channels, then link to your main upload in the top line of description plus pinned comment; they can promote the full music video then some of the people who fuck with it will click through to see the music vid and other similar songs (if the viewers were niche relevant). A lot of the smaller channels that are only making a couple of hundred per month uploading copyright free music and shit will gladly post your video for $5-$10. If you have the money to get a good amount of channels reuploading every single song you put out, you can grow your core fanbase assume the music itself is good and your target audience is in to it. And if it doesn't work out, it's only a few dollars per upload; you'll probably get some good feedback out of it. I've seen some small music channels for sale for cheap; might be worth buying a few outright so that you can get your songs out on several channels at once to help build some momentum. Just like with Soundcloud, if you have the time you can sell shoutouts to other artists to make back the money you spenf on the account/channel acquisitions plus some.
Buying views on their own isn't very effective anymore. I rank my videos with views, likes, social shares, comments, playlists, embeds, authority backlinks, etc. at the bare minimum. Sometimes build playlist silos and rank the playlists with embeds, shares, and backlinks too. It's too complicated to explain my strategy in a single post but if you want to rank your videos using blackhat methods you've either gotta put in the money and pay a professional, or spend time learning. No one can tell you in a few sentences but the info is out there on the web; do the work and you'll figure it out.
With other social media platforms, there's also the opportunity to purchase shoutouts. You can get promotion on music related Twitter accounts (they can embed the video in a post so you can get video views directly from the promotions). I'm not sure about the rates in the niche but for small campaigns it'll probably cost $20-$80 / 100K impressions depending on the account. Instagram rates will likely be higher but again, it can be worth it if the followers are highly targeted. I've had a good experience with Twitter (but also have my own accounts and experience on the platform so my experience will be different to yours) and minimal experience with Instagram. Facebook is hard to get a good deal on as the top music or niche specific pages will be experience to advertise on and if they link to your video on YouTube, the reach will be limited (latest algo fucked most pages) so I doubt you'd get a good ROI.
I can't really add any good advice here as your question is too general. I'd suggest you edit your post or make another one with more detail, including budget requirements, expectations, what you've tried, etc. the more detail the better. I could go on all day detailing different marketing methods for artists but all of them could be irrelevant so I'll end this shit here.
