How to get high quality, high PR links?

Look at well spammed niches (e.g buy viagra) download their backlink portfolios, sort by PR and then find open areas to add your link on.
Starting from scratch with a new website question.
I'm trying to figure out a plan that is likely not to get me deindexed. I've got about two pages indexed with one page of about 1500 words.
1. I wrote the information. How do I check my page for unique content?
2.It seems like I should write some articles and post them around on the web in directories etc. Are those my 2.0 properties?
3. Then, hire some backlinking to my properties?
Is this a decent start for a little grey action?

Choose big list of high Page rank website no matter they are social bookmarking or article submission. All of these will work well for your website getting high volume of traffic.

In my opinion, there are three and only three types of high quality links. Everything else is just fluff (useful fluff in some cases, but not high quality). The expression "high quality" implies that most links won't have similar quality. But people don't look at the meaning of the words in the cool expressions they pick up and repeat. They just like the way things sound and start speaking about "quality links". Except "quality links" is a meaningless phrase, whereas High Quality Links means something special.
