How to get high DA and PA without backlinks?

its not possible some websites have hidden backlinks

DA score was introduced to resemble the worth of the website according to its backlink profile. To improve DA, backlinks are must, so I don't think you need to wake up any sooner. :)
 
The local websites here have 30+ DA and PA in MozBar without any backlinks because of content quality, domain age, consistent NAP (name, address, phone), user experience, technical SEO, and strong social media presence.
