I have updated an existing page but google does not see the updates.

i think getting a new page indexed is much easier than getting an existing page re-indexed.
I have tried pinging and building links to it, but it wont get reindexed.
i believe the google bot comes along and thinks "i have already seen this page"
if this was a new page, it would have definitely been indexed by now.

how can I get it indexed?

Im also waiting to get re-indexed and my guess is that it takes some time.

When I delete a page that's no longer relevant, google always sees it as a 404, even after I remove the URL from webmaster tools.

Try the website submitter tool in imtalk, it may do the trick. I don't guarantee it though as most of the sites only work with homepage URL.

if its a page on your site thats in the webmaster tools, you can use the "fetch as google" feature then submit to index, that can help index your page

I second the fetch as google bot feature together with submitting links to index again using webmaster tools.
