I checked a competitor's backlinks and this is what he is doing:
his links appear in a small paragraph in legit websites. these are not niche relevant. and they are definitely not PBNs. these are real sites. so for example, let's say his website is wedding planner. the backlink appears on a site about indian food. so in a lame attempt to look legit, the paragraph says something like "indian food recipes are great. but don't eat too much because you might end up becoming a wedding planner.

once again, just in case someone is going to suggest these are PBNs, these are not PBNs, these are 100% legit, aged sites. and they are definitely not guest posts.

my question is, how do I get the same kinds of links? is it just a numbers game? do I email 1000 website owners and ask them if they would like to sell me a link and one will reply? is there a more efficient way of doing it?

It definitely is a network of some sorts and if their building a network like I do then it would not be simple little blogs with short articles. There's different calibers of private networks and not every network has to be in the format of a blog.

You say that the sites are aged and have good SEO metrics? Well you can do that with a private network. Since his articles are not close to being relevant I would say he is just buying a pretty good service that's tapping him into a decent network.

I see nothing special here really.

One real good site doesn't allow you to place irrelevant links on their site Or it may be a general site with special categories. Outreach manually for real sites is a good idea these days. That is what most of the real guest bloggers doing here. Better you can search in the marketplace to save time..

ufff. The keyword really doesn't match the sentence. Am sure it is not real site as they wont approve such content with irrelevant keyword to post.It must be private network.

The fact that that sentence didn't really make sense, nor did the keyword even fit in or match, is reason enough for me to believe hes buying links from a network of some sort.

That site could be legit, and may just be apart of a program where they sell links on their site, despite them not being niche relevant.

Some sites of PBN just look like legit websites. Most of them are not a standard blog. So you can not judge by they seem. You can built them by yourself or buy the links from some SEO suppliers.
