Did your ranking suddenly take a dive? That is usually a sign that shows you that you got hit by a penalty, or a notice in your webmaster account from google saying you have unnatural links..

I don't know if there is a way to check if a site under penalty but the above 2 signs are good indicators for this..

Have you received any warnings in your google webmasters account?

Have you experienced any drops in rankings in the last 2-3 months?

Have you used the same anchor over and over again when linking to your site?

    Is your content unique?

    Try to answer these questions.

Or even better, ask them to tell what penalty you have?

Are you using any tool for checking traffic and it stats? If there is drop in traffic then it may be.what was your link position before google penguin and at present for the keywords you are targetting? You should be checking the positions time to time to keep track of your rankings

Actually there is no tool for checking the result. But you can get an idea about your site's condition by reviewing the SERP, PR, Page loading speed, De-Indexed pages etc.

usually you would receive a message from google in Google Webmasters. And in webmasters tool, check the 'search queries' section and see the 'changes' for your impressions & avg. position.

from my own experience for a site. lol
