is there a way to get the location of a Facebook user?

Yes, in messaging you enter the conversation. To the right of the last message of that person appears in small at the time it was sent and its GPS location. You click on the little ball and it will send you to a page called BING and there will appear the location of this user.

IP not. Unless you send him an IP logger.
 
There was a bug reported to Facebook that disclosed IP of users in some specific case. The person reporting was paid $1000 for this.
