I am specifically looking for good TF. Fiverr guys are selling with PA only and 0 TF. Any software or guide recommendation would be welcome.

You will have to scrape them yourself.

Note: You can get a 2.0 with high PA n all but it may be spammed to death in links. Be aware.

Fiverr guys are selling bullshit, because all web 2.0s have a certain PA by default. Tumblr used to be 27 or 28. So even without links, 90% of Tumblr blogs have PA28. Is there any SEO value? No there isn't.

Get scrapebox or DHG and scrape, that's the easiest way to do it. Filter them in Majestic or some other kind of bulk checker, register the ones with the high TF. That's the simples no-nonsense approach and I am not sure if there even is any other.

And regarding spammed web 2.0s, that really isn't a problem. If they are spammed with bad anchors, you will be able to see that from miles away. And to penalize web 2.0, one has to try really really hard.
