How to exploit private computer users

Hello!
After few months of lurking I'm overwhelmed with great ideas, and I need your advice. I live in a country (doesn't matter which) where private computer users rapidly are increasing. Eg last year they spent more than 500 000 000$ on computers, but on the other hand more than 90% of them never bought anything online. I'm thinking big and I want to exploit those people.
Any ideas? I didn't noticed many online shops - should I start from there? Something else?

It's Croatia - eastern Europe, but I'm counting (in future) to exploit users from sorrounding countries which have similar language...
